Create a profile with the right loader in Сборки (Profiles), then open Моды, паки и скины (Mods, packs and skins) → CurseForge and search for the mod. The launcher installs it with its dependencies, such as Fabric API. The launcher interface is in Russian.
Download the .jar from CurseForge, put it into the plugins folder of a Paper 1.21.11 server and restart the server.
